Taizhou city – located in East China's Jiangsu province – recently released an action plan to advance the development of a robust manufacturing sector, aiming for quality output and improved competitiveness.

The plan focuses on creating an influential special industry innovation center and advanced manufacturing base in the Yangtze River Delta.

By 2025, the city aims to achieve over 1 trillion yuan ($139.2 billion) in manufacturing sales, optimize the structure of industry, boost innovation and elevate the modernization of its industrial foundations and supply chains.

The plan is divided into three sections: overall requirements, key measures and safeguards.

Under the overall requirements, the plan outlines specific goals – covering quality, resilience, innovation, digital integration, green development and competitive strength. Indicators include six primary and 13 secondary targets.

For instance, by 2025 the plan envisions expanding the ranks of the city's high-quality enterprises, nurturing big industrial enterprises, establishing specialized innovative enterprises, fostering high-tech companies and creating influential domestic and international brands.

The key measures section focuses on constructing a modern industrial system, optimizing layout, promoting innovation, advancing high-end industries, integrating digital elements, promoting green transformation, nurturing high-quality enterprises and improving governance.

For example, by 2025, the industrial sales scale of Taizhou's modern industrial system is expected to top 900 billion yuan – with the focus on health, marine equipment, automobiles, chemicals and the solar power supply sector.

The plan also sets out specific targets, such as cultivating leading enterprises, adding design centers and establishing demonstration enterprises. By 2030, Taizhou aims to make significant progress in manufacturing, with it ranking high in innovation and productivity.

By 2035, the city plans to have formed new productive forces, achieved new industrialization and become a key player in shaping a new development pattern.
