The city of Taizhou in Jiangsu province released the 2024 Taizhou City Task List for Optimizing the Business Environment on Feb 18. It consists of 59 targeted tasks in 10 areas.

The list includes initiatives to streamline pro-business policies, regulate intermediary services, enhance legal processes, and ensure essential resources for businesses. It also aims to establish a positive business atmosphere and improve mechanisms for business development.

The task list can be summarized as "one, two, three and four": establishing one Taizhou Entrepreneurs' Day, upgrading two service platforms, enhancing specialized services, and ensuring land, energy, finance, and talent support for businesses.

"Three" focuses on enhancing "three specializations." Firstly, it involves streamlining government services to create a comprehensive intellectual property service center, covering all aspects from creation to protection. Secondly, it aims to enhance industrial services by establishing more specialized research institutes through collaboration with research and development institutions. Thirdly, it launches a plan to support enterprises in legal matters, organizing legal advocacy, conducting legal assessments, and ensuring compliance with laws and regulations.

"Four" concentrates on securing "four key elements." For land use, the focus is on promoting mixed-use industrial land, long-term leasing, and flexible lease terms to reduce land costs for enterprises. In energy usage, there is an emphasis on integrating transferable energy consumption and implementing an audit and recognition plan to ensure high-quality energy for exceptional projects. In finance, the aim is to streamline approval processes and increase credit resources in key areas such as manufacturing, green initiatives, and technology, promoting a positive cycle of "technology-industry-finance." Finally, in terms of talent, the city has introduced guidelines for managing guaranteed rental housing and launched the "Taianju" app and PC-based application process to attract and retain talent.
