Taizhou, Jiangsu, issued a pilot scheme for the white list system for imported biopharmaceutical research materials on Jan 9. The new policy allows two pharmaceutical companies in the city to import four types of research materials directly without requiring a clearance form.

The white list system addresses long-standing challenges pharmaceutical companies face in importing materials critical to research and development. For Aurovitas Pharma Taizhou, which manages nearly 100 international generic drug projects, access to materials for unapproved and semi-finished drugs is crucial for advancing research.

According to the new white list, Aurovitas Pharma Taizhou and PharmaMax are the first companies to benefit. These companies can now declare listed items to Taizhou Customs without additional clearance forms, simplifying and expediting the import process.

"In today's fast-paced research environment, speed and efficiency are vital. The white list system shortens R&D cycles, boosts efficiency, and enables early alignment with international standards, enhancing global competitiveness," said Jiang Zhijun, chairman of PharmaMax.

The city's port office has pledged comprehensive oversight to ensure the system's success. "We will strengthen monitoring during and after implementation to ensure the policy effectively supports corporate R&D," said Yang Haojun, the office's deputy director.

Taizhou plans to expand the white list system, incorporating more companies and research materials. The initiative aims to strengthen the core competitiveness of Taizhou's biopharmaceutical industry, driving innovation and promoting high-quality development in the sector.
