Taizhou has taken a people-centered approach and used an innovative governance model to strengthen public safety and the rule of law over the past five years, benefiting residents and businesses alike.
Public safety has remained the city's top priority. Taizhou has built a multi-layered, smart security network that combines technology with on-the-ground governance. As a result, the city's overall public sense of safety has consistently ranked among the highest in Jiangsu province.
Targeted efforts to combat crime have delivered clear results. Authorities have maintained a tough stance on illegal gambling, drugs, theft, fraud, and crimes related to food, medicine, and the environment.
Over the past five years, Taizhou has recorded the fewest active homicide cases in the province, reaching a historic low. Public satisfaction with anti-organized crime efforts has ranked near the top province-wide for three consecutive years. In 2024 alone, the number of criminal cases dropped by 45.6 percent year on year, and residents' sense of nighttime safety ranked first in Jiangsu.
At the grassroots level, grid-based governance has become a key tool for addressing everyday concerns. From urban neighborhoods to rural communities, refined management and personalized services have helped resolve issues at an early stage. By fully mobilizing social organizations and resources, the city has pushed public services closer to residents and prevented disputes from escalating, contributing to long-term social stability.
Legal institutions across Taizhou have also worked in close coordination to build a full-chain legal service system. Labor disputes and contract disagreements are increasingly resolved through early mediation, reducing the risk of prolonged conflict. During the 14th Five-Year Plan period (2021-25), the incidence of business-related criminal cases fell by 71.3 percent, while the rate of resolution rose by 13.2 percent, creating a fairer and more predictable environment for enterprises to grow.
