A young talent team that relocated entirely from Shanghai to Hailing Industrial Park has become the core growth engine for local e-motorcycle maker Shanghai Keeway Power Technology, powering the firm's 260 percent year-on-year sales surge in the first half of this year as it races toward an annual 300,000-unit production target.
Over 80 percent of the company's research and development team are under 30 years old, and they oversee the full chain from product design and structural development to mass production, having already launched five new models this year.

For these young engineers, the move from Shanghai to Hailing district cut daily commutes from 2-3 hours to just 10 minutes, while slashing living costs and freeing up more time for both technical refinement and personal life.

This talent success story is no accident. Hailing district has built a targeted, people-centered talent service system: it runs a talent-enterprise matchmaking program that has served 55 local enterprises, delivering policy briefings, free health checks and campus recruitment matchmaking directly to factory floors. The district also offers tangible benefits including housing vouchers worth up to 2 million yuan ($296,399), 180,000 yuan living subsidies and 14-day free stays at youth talent stations.
