At a key high-quality development conference, Jiangyan district put out the fifth version of its measures to improve the business environment.
The fifth version has reduced the original 50 items to 20. It shortens processing times in areas such as enterprise establishment and digital government services. It also establishes an industrial fund of funds and supports forming innovation consortia to help strengthen enterprise development.
Simultaneously released were optimized clauses of the industrial investment policy aligned with provincial guidelines, introducing rewards for enterprise mergers and acquisitions, with a maximum reward of 1 million yuan (about $145,000) per enterprise.
Over the past year, the fourth version of these measures has achieved great results. The district has provided linked services to all 2,735 enterprises and 76 key projects. The rate of resolving enterprise issues has continued to increase. The "blind review" evaluation system for approval-related intermediary services has been implemented throughout the city.
Project approval processes are becoming faster. Many projects can start construction immediately after acquiring land and obtaining all five related certificates at once. Landmark projects like the Shuangdeng Zero-Carbon Industrial Park were signed and broke ground in the same year.
