Business environment gets a big boost in Jingjiang city

The county-level city of Jingjiang – administered by Taizhou city, in East China's Jiangsu province – has streamlined and made much more efficient its processing of construction permits, in order to make it more convenient for resident companies to do business.

For small and medium-sized low-risk projects, a construction permit can be completed within three days – as long as the enterprise obtains the land, meets the conditions to start work and makes relevant commitments.

"After the implementation of this reform, we can save a large part of the construction permit for enterprises," said Xu Lin, director of the Jingjiang municipal administrative approval bureau.

Xu added that the approval procedures had been shortened from 22 days to just three days.

The beneficiaries of this initiative are extremely happy with the outcome.

"This practice is really good; we don't have to wait too long to get a construction permit," said Zhang Qinglin, responsible for new warehouse project being undertaken by Jingjiang-based company Sprint Precision Technologies (SPT).

What's more, Jingjiang city has bolstered its cooperation with different construction units, to ensure building safety. For example, the housing and urban development bureau will supervise a project construction site and checks 100 percent of the design documents.

Since last year, the city has not only added 122 integrated administrative windows to provide one-stop services, but also worked to build a digital government to introduce simpler procedures.
