The government will encourage entrepreneurship and employment, help farmers improve their vocational skills through training programs, expand the job market, optimize the supply of employment services, strengthen entrepreneurship and innovation services, as well as continuously increase incomes through wage increases.

It will develop rural industries, improve the efficiency of agricultural production, as well as cultivate emerging industries, new forms of business, and new models. It will also strive to expand new agricultural business entities, enhance local financial services, and accelerate the growth of its operating income.

The reforms on the rural land system and collective property rights system will be deepened, while reforms on the collective economy will be further enhanced. A talent training system will be set up and providing citizenship to migrant workers will be promoted.

Taixing will also offer more policy support to raise farmers' incomes, as well as improve the stable growth mechanism of financial investment in supporting agriculture, farmers, and rural areas.

In addition, the city will balance the allocation of public service resources in urban and rural areas, improve rural social security and the social assistance system, as well as consolidate and expand local achievements in poverty alleviation.
