During the 14th Five-Year Plan period (2021-25), Taixing, a county-level city in Taizhou, Jiangsu province, has been steadfastly advancing its industries towards high-end, green and intelligent development.
The city has focused on establishing a comprehensive graded cultivation system for high-quality enterprises, guiding small and medium-sized enterprises (SMEs) to pursue specialization, refinement, uniqueness and innovation.
Notably, Jiangsu Landian Environmental Limited, a leader in the electrostatic precipitator industry, has achieved a dust removal efficiency of 99.6 percent with its cutting-edge technology, securing its dominance in niche markets and filling domestic gaps in the production of high-temperature, corrosion-resistant equipment. The company was recognized as a national "little giant" enterprise — a SME known for its high specialization and innovation.

Wincell Insulation Group, another high-tech enterprise, has embraced 5G technology to integrate information and industrialization, reducing production costs by 12.5 percent and increasing per capita output by 40 percent. It became Taixing's first national factory fully connected by 5G in 2024.
Taixing's efforts have yielded remarkable results, including the cultivation of 194 provincial-level specialized and innovative SMEs and 40 national-level "little giants".
Taixing aims to deepen its graded cultivation strategy over the next five years. The plan is to support enterprises with an industrial output value of over 50 million yuan ($7.26 million) in becoming provincial-level specialized and innovative SMEs. Those enterprises with an output value of over 100 million yuan will also be encouraged to strive for national "little giant" status, fostering a synergistic industrial ecosystem.
