Taixing sharpens its edge with business reforms

Taixing, a county-level city in Taizhou, Jiangsu province, is doubling down on its reputation as a business-friendly destination with a fresh wave of reforms outlined in its development plan for the next five years.

The city's flagship "Tai Sheng Xin" service brand is getting a major upgrade. New measures include administrative inspections with digital means, a unified inspection system, and AI-powered government services — all designed to cut red tape and speed up approvals.

On the fairness front, Taixing is deepening reforms to facilitate business registration and pushing public resource trading online. A tiered, smart supervision model is set to replace intrusive inspections, while electronic seals and digital licenses become standard across government workflows.

Reform is also hitting State-owned enterprises (SOEs), private firms, and development zones. SOEs are being reorganized into five functional sectors, including agriculture and cultural tourism. Development zones are moving toward corporate-style management, stripping away bureaucratic layers. For private enterprises, Taixing is building a dedicated financing support system and a long-term mechanism to prevent payment arrears.

On the open-economy side, Taixing is building a Type B bonded logistics center and aims to reach $2 billion in cross-border e-commerce exports by 2030. The city is also courting foreign investors with a curated catalog and encouraging local firms to expand overseas.

Three new port terminals are set to open during the plan period, further anchoring Taixing's ambitions as a rising trade hub in the Yangtze River Delta region.
