Hailing's flexible regulatory measures boost market vitality

The market supervision administration of the Hailing district of Taizhou city – located in East China's Jiangsu province – implemented flexible law enforcement and accommodating and prudential regulation in 2023.

It's said that this has contributed to optimizing the business environment and propelling the economic upturn there.

Employing a regulatory approach that featured empathy, the administration shifted away from rigid penalties – opting instead for a strategy that emphasized warnings, exhortations, guidance and other flexible law enforcement initiatives.

In the wake of these initiatives, the district registered over 30 million yuan ($4.19 million) in penalty remissions in 2023.

At the same time, the administration disseminated over 100 copies of the Administrative Compliance Guidance List for Enterprises to foster public legal awareness.

The measures have been welcomed by market participants while enhancing the rule of law.

Moving forward, plans are for the administration to continue to intensify market supervision and to reinforce flexible law enforcement, credit restoration and compliance guidance – expediting the high-quality development of enterprises with robust policy support, representatives said.
