Taizhou's Hailing develops attractive business ecosystem

To optimize its regional business environment, the Hailing district of Taizhou city – located in East China's Jiangsu province – will focus on expanding access to markets, fast-track the implementation of projects, and optimizing livelihood services.

To date, it's implemented phased approvals to help project contractors get building permits for pile foundation engineering, paving the way for projects to start construction earlier.

On Feb 22, Sun Tiyi, construction chief of the new campus project at the Affiliated Middle School of Taizhou No.2 High School, received the first construction permit issued by Hailing in the Year of the Dragon.

"I thought the construction permit would be delayed because of the snowy day," Sun said. "I didn't expect the Hailing administrative approval bureau to process the permit so quickly, because it was reviewed and issued in just one afternoon," he added.

What's more, the district has also released new measures on the cluster and centralized registration of business premises, in an initiative that has relaxed the previous requirements.

Xie Yuhong, a student whose business venture involves selling outdoor products on the internet, is one of the beneficiaries. College students like Xie can now rely directly on their school's innovation space to register their entrepreneurial endeavors, without the need to rent their own venue, according to the guidelines.

Mr Ge from Taizhou Xindongyuan Consulting Management Co Ltd has also benefited from the policies. After handing in a cluster registration application, he obtained a business license in less than an hour.

Ge praised the new guideline because he only needed to bring his ID card and fill out a "Declaration Form for Residential Information of Cluster Registration Market Entities" – without the need to provide materials such as property rights certificates and lease agreements for residential use.
