Construction began on May 6 for Jiangsu Xinyuan Electric's insulation paper project in Taizhou's Hailing High-tech Industrial Development Zone. Construction permits were handed over to project representatives on-site.
A dedicated service team set up by the Hailing High-tech Zone shortened the timeline from project planning to groundbreaking to just 100 days — a pace that underscores Hailing's push to accelerate its industrial development.
The 200-million-yuan ($29.48 million) project, funded by Jiangsu Xinyuan Electric, aims to strengthen capacity for insulation materials used in new-energy power transmission systems. The plan calls for a full-line smart manufacturing upgrade, replacing legacy equipment with automated systems for end-to-end production control.
Once operational, the expansion will add 7,000 metric tons of annual insulation paper output and generate an estimated 120 million yuan in annual sales.
The project is part of Hailing district's broader strategy to consolidate its new materials and advanced manufacturing clusters and is expected to inject fresh momentum into the zone's industrial restructuring and high-quality economic growth.
