The Huahai High-tech Business Incubator in Taizhou's Hailing district has earned a spot on China's first batch of standardized and outstanding-level technology business incubators certified by the Ministry of Industry and Information Technology.

After nearly two decades of operation, the park has built a full lifecycle service model that helps tech startups accelerate the transformation of their ideas into real commercial products.

One standout tenant is Zhongyi (Taizhou) Integrated Circuit Technology. Manager Liu Jianzhong describes a future where diabetic patients can rely on an implanted chip connected to an insulin pump — automatically delivering medication when blood sugar rises and stopping when it drops.

While the implantable chip remains in R&D, the company has already commercialized cold-chain tracking chips used in vaccine transport and product tracing, with a substantial order backlog. The team has brought over 50 mature products to market and is targeting significant revenue growth over the next five years, with animal and human implantable chips on the roadmap.

Another tenant, Jiangsu Xinsuan Electric Power Technology, holds proprietary power flow vector calculation technology that gives distribution networks real-time visibility and precision control.

Deputy general manager Wang Sheng credited the park's hands-on support — handling permits, policies, talent recruitment, and supply chain connections — so the team can focus entirely on R&D. Their products are now used at various grid upgrade sites, and Wang called the business environment the company's greatest competitive advantage.

Huahai has cultivated multiple national high-tech enterprises and even supported a local IPO. This year, it is prioritizing AI and embodied intelligence projects, having already attracted 20 high-quality startups spanning AI, high-end equipment, and integrated circuits.

"We are growth partners, not just landlords," said a park official. The incubator aims to upgrade from standard-level to national-level excellence within the next five years, fueling the region's new quality productive forces.
