Hailing's 5-year sci-tech drive delivers stunning innovation results

As China's top 100 sci-tech innovation district and Jiangsu's first county-level pilot zone for the "Sci-Tech Jiangsu" initiative, Hailing district in Taizhou has built a full-chain innovation ecosystem over the past five years, nurturing a batch of leading specialized tech firms across high-growth niches.

Huahai High-tech Business Incubator, the first Taizhou-based incubator accredited by the Ministry of Industry and Information Technology of China, now hosts 20 high-quality projects in artificial intelligence and high-end equipment. Its resident firm Zhongyi (Taizhou) Integrated Circuit has mass-produced over 50 chip products, with cold chain tracing chips filling domestic technical gaps and holding over 200 million yuan ($29.63 million) in pending orders.

Local medical device maker Jiyuan Medical Technology has secured China's first certification for disposable electronic hysteroscope imaging catheters, with its 2.2-millimeter ultra-fine minimally invasive technology leading the global market and products exported to more than 40 countries.

Over the five years, Hailing has allocated over 200 million yuan in sci-tech subsidies, delivered more than 1.5 billion yuan in R&D tax deductions, and issued 280 million yuan in dedicated sci-tech financial loans. The district now counts 210 high-tech enterprises, marking a 59.8 percent rise from the end of the 13th Five-Year Plan period (2016-20).
