Hailing district in Taizhou, Jiangsu province, has embarked on a transformative journey to rejuvenate its ancient cityscape.
Boasting four provincial-level historical and cultural blocks and over 260 heritage sites, the district has adopted a small-scale, gradual approach to urban renewal over the past five years. This strategy, involving government-led structural restoration, industry-driven economic infusion, and resident-centered cultural revitalization, is breathing new life into the millennia-old city.
The historic streets of Hailing are witnessing a renaissance. Once quiet and neglected, these streets are now bustling with activity. One of the highlights is Hanxi Street, where a morning tea shop has become a local favorite.
"The street used to be deserted, but after the renovation, it's completely different," said the shop owner Ma Zhaolong. The shop, with a daily turnover of nearly 10,000 yuan ($1,488), is a testament to the successful blend of heritage and commerce.

In 2021, Hailing district authorities initiated a comprehensive renovation project for the Hanxi area, with a total investment of approximately 100 million yuan. Thirteen brands have already set up shops in the area. They span sectors such as dining, apparel, retail, services, and exhibition, achieving an occupancy rate of 80 percent.
The Taizhou Cultural and Creative Industrial Park serves as another beacon of the district's revival. It has become a hub for modern services and headquarters economy, contributing significantly to local tax revenues.
Moreover, the district's approach to urban renewal emphasizes community involvement. In the historic Beishansi Street, residents are encouraged to participate in restoration projects, preserving the area's unique "井" (meaning "well")-shaped street pattern. This community-driven model ensures that the cultural essence and social fabric of the ancient city are preserved.
