Huangqiao town in Taixing city, Jiangsu province, has become a model in optimizing its government services.
That's through its innovation of process reengineering, three-level city, town and village links and digital services, earning it a satisfaction rate of 98.7 percent among locals.
One reform is the administrative processing for registering and establishing a business enterprise. This has cut the entire processing time for opening a business down to half a day.
Now, applicants only need to submit proof of venue use and original ID card to obtain a business license, food business license and other certificates.

Five self-service terminals installed in the 24-hour self-service area of Huangqiao town now handle 85 business administrative areas, including social security inquiries and tax registrations.
The daily self-service processing volume can exceed 400 people.
In terms of organization structure, a three-level communication link involving city, town and village has been established in Huangqiao town.
At the city level, 134 matters involving 26 government departments have been coordinated.
A collaborative mechanism has been established involving comprehensive acceptance posts, general approval posts and assistant service posts at the town level, while 66 service agents and 12 government service stations have been set up at the village level.
