This year, Jiangyan district has focused on the mission of "digital empowerment and service quality enhancement", promoting digital, integrated, and efficient government services. By strengthening its three-tier government service system, Jiangyan continues to improve convenient grassroots services and polish its image as the "first window" of a better business environment.
Digital transformation
Jiangyan has built a streamlined service system featuring “one-stop” offline services, “one-network” online processing, and "one-call” response to public requests. This system simplifies procedures for both enterprises and citizens. The district has achieved 100 percent coverage of high-frequency services on a unified platform, guided departments to recognize and take ownership of key livelihood matters, and promoted integration of departmental systems. Policies such as "three exemptions from submission" have been implemented to facilitate electronic license sharing, accelerating "paperless approvals" and creating a more efficient, user-friendly service experience.
Integrated service collaboration
The district promotes system integration and online-offline integration, regularly updating two key lists — public services and assisted agency services — for 13 towns and subdistricts and 264 villages and communities, enabling more services to be delivered at the grassroots level.
Offline, Jiangyan trains red-guidance volunteers and service assistants to guide residents, provide pre-acceptance classification, and assist with self-service processes.
Online, it strengthens "digital + government services", offering specialized training on system platforms to enhance staff capabilities and encourage residents to use online and mobile channels for more convenient access.
Comprehensive service counters
Jiangyan has conducted district-wide research on the current setup of service windows and staffing at town-level convenience centers. Based on identified challenges, it provided tailored recommendations and guidance. In addition, the district held empowerment training sessions for grassroots workers, inviting experts from civil affairs, human resources, and healthcare departments to deliver targeted courses. These efforts aim to improve staff expertise and ensure the successful implementation of comprehensive service counters that can handle multiple types of services at one window.
