Jiangyan's 'City Partner Program' connects local talent to drive innovation, investment

This year, Jiangyan district launched an innovative City Partner Program, connecting over 1,600 professionals born in Jiangyan who work in various fields, such as science, education, finance, and healthcare, in other regions. The program focuses on creating platforms, fostering collaboration, and improving services to transform the collective talent of the hometown into a driving force for the city's high-quality development.

Jiangyan has identified 224 project demands spanning seven key sectors, including investment promotion, industry, and technological innovation, to better match talent with local needs. The district is moving from simply "offering policies" to "creating opportunities". Digital platforms and talent-matching events now serve as vital tools for frequent collaboration, while a "project service officer" system provides prompt, customized support to accelerate project implementation.

As part of the Investment Partner Initiative, the district has utilized the return of local professionals during holidays to organize symposiums and promotional events. Since 2024, Jiangyan has signed 276 projects, each exceeding 100 million yuan ($14.09 million). Of these, 60 percent involve investments or referrals from local talents working elsewhere.

This year, Jiangyan facilitated over 100 exchange events through the Sci-Tech Partner Initiative, forging strong connections with more than 1,200 top professionals and securing 158 new collaborations between universities and industry.

To attract and keep top talent, Jiangyan has implemented six measures encompassing 16 policy items. These include the launch of the "Yancai Code" — a digital pass that combines dining, accommodation, transportation, and entertainment services. More than 1,100 family members of local talents have received exclusive medical checkups and elderly care services.

This year, the district has maintained its focus on personal engagement by conducting over 2,100 on-site visits. These visits resulted in more than 180 suggestions and helped address 408 practical issues, including housing and schooling for children.

Jiangyan demonstrated collaboration and shared growth by inviting academicians and three generations of city partners to plant the "Academician Grove". This initiative honors local talent and their contributions, fostering a vision where talent and the city flourish together — creating a living forest of innovation, opportunity, and community.
