Guangling town, located in the Hongqiao Industrial Park of Taixing, a county-level city of Taizhou, Jiangsu province, has pioneered an innovative model to address challenges faced by small and medium-sized enterprises. This model focuses on “group introduction, joint construction and property rights division”, tackling issues such as land acquisition difficulties, high investment costs and lengthy construction cycles.
As a result of this approach, Guangling town has attracted a major project valued at over 1 billion yuan ($146.4 million).
The Weiyi Precision Machinery Manufacturing Industrial Park, with a total investment of around 1 billion yuan, is home to standardized factories that accommodate a cluster of high-quality precision mold enterprises from Suzhou.

These companies benefit from streamlined services, including unified construction, property rights division and "plug-and-play" occupancy, significantly reducing their production startup times. Jiangsu Saiou Electric Manufacturing, for instance, reported a much shorter production ramp-up period after relocating to Guangling, thanks to the full-process support and expedited handling of formalities.
Guangling town has capitalized on its location within the Hongqiao Industrial Park to implement this model, enhancing land-use efficiency and industrial clustering. The town expedited land acquisition and permit issuance, ensuring rapid enterprise settlement.
Currently, Guangling has formed a preliminary cluster focused on precision molds, high-end equipment and new materials. Several billion-yuan projects, such as Haoerbo High-end Textile Intelligent Equipment and Pengxin Technology Auto Parts, have already established a presence in the area.
Upon full operation, these projects are expected to generate an additional 1.1 billion yuan in annual sales revenue and contribute 65 million yuan in taxes. Guangling town is committed to strengthening its business environment brand and establishing itself as a go-to hub for SMEs, positioning it as a destination for precision manufacturing clusters.
