Hailing boosts efficiency of construction permit issuances

The Hailing district of Taizhou in East China's Jiangsu province recently issued a package of construction permits for Kangqian, a local mechanical manufacturer, to build a new plant within six hours.

This feat represented a new efficiency record for construction permit issuances in the district.

The company plans to invest 1 billion yuan ($136 million) and will open an intelligent benchmark factory equipped with digital and green production systems, in a bid to further improve product quality and production efficiency.

The project, including four assembly shops and workshops with a floor space of 33,000 square meters, is expected to produce 150,000 aluminum alloy components annually.

The project was submitted to Hailing district's authority for approval on Sept 5 and the authority served as a bridge between experts on the drawings review and the project's designers and constructors, helping ensure a smooth assessment process.

Thanks to the industrial park's close cooperation with local government departments over three days, all the reviews of the construction project were completed on Sept 7 and a package of five permits was issued within six hours on that day.

According to Chang Baohai, head of the district's administrative approvals authority, Hailing has further streamlined its administrative process and developed its own innovative mechanism to improve governmental services for investors.

Efficiency is vitally important for the construction of new projects, he noted.
