The optical filter processing and optical coating materials manufacturing project invested by Taizhou Jiucheng New Materials Co recently became the first township-level industrial project in Jiangyan district this year to obtain all five essential permits, which it received within just three days.
The five permits include: Construction Land Planning Permit, Construction Project Planning Permit, Design Review Compliance Certificate, Real Estate Ownership Certificate, and Construction Permit for Building Projects. Traditionally, these permits are issued sequentially, with each stage dependent on the completion of the previous one.
The Jiangyan Data Bureau launched an innovative "Five Permits in One Go" approval mechanism to streamline the process. Leading a task force composed of various approval authorities and local township officials, the bureau mapped out an integrated approval workflow, developed a reverse timeline, and implemented a parallel approval model combining "pre-approval with incomplete materials" and "simultaneous processing".

During the land listing period, planning scheme reviews and construction drawing examinations were initiated in advance, enabling land transfer and approval preparation to proceed concurrently.
To ensure efficiency, the bureau served as coordinator, tracking project progress in real time and resolving procedural bottlenecks. Township representatives provided full-process, one-on-one agency services for the enterprise. Key approval officers from each department delivered proactive guidance and leveraged "pre-approval + credit-based approval" policies to ensure timely issuance of permits.
Thanks to this integrated service model, the project broke ground two to three months ahead of schedule. It is expected to be completed and operational by the fourth quarter this year, with an estimated annual invoice-based sales revenue of 550 million yuan ($76.69 million).
