Momentum is picking up in Xinghua – a county-level city administered by Taizhou, in East China's Jiangsu province – in the wake of a Jan 29 conference on development that highlighted the importance of the real economy.

The conference was told that the real economy there – especially the industrial economy – last year contributed much to the city's economic performance.

The GDP of Xinghua last year hit 108.52 billion yuan ($16.07 billion), up 4.3 percent year-on-year. Moreover, the industrial output value of industries above a designated size reached 98.74 billion yuan, up 13.9 percent.

Industrial added value above a designated size hit 21.23 billion yuan, up 8.7 percent. Industrial billing sales reached 113.69 billion yuan, up 11.9 percent.

A guideline on measures to optimize services for enterprises was also released at the conference, covering six main areas.

That is the city government will strive to assist businesses in solving problems, promote the implementation of policies to benefit enterprises, build a friendly and clear relationship between government and businesses, enforce the law with flexibility, guide and regulate intermediary services and encourage enterprises to develop with determination.

Under the guideline, the city will apply administrative penalties with flexibility. It will cancel administrative penalties for 299 minor infractions, apply lighter penalties for 197 general misdemeanors and reduce punishments for 39 other general violations.
