Xinghua in East China's Jiangsu province has outlined its goals for industrial development in its 15th Five-Year Plan (2026-30), aiming to establish itself as a provincial leader in industrial upgrading and a national model for green development by 2030.
The plan focuses on achieving significant growth in key industries. The new metal materials industry is expected to generate sales revenue exceeding 100 billion yuan ($14.75 billion), while the healthy food industry aims to surpass 45 billion yuan. The casting industry is also projected to reach 10 billion yuan. Overall, the total industrial output above designated size is anticipated to hit 170 billion yuan.
To support existing enterprises, Xinghua plans to nurture leading specialized manufacturers as well as innovative small and medium-sized enterprises. The city is launching a merger and acquisition initiative to encourage leading companies to form industrial alliances across the Yangtze River Delta region.
Using Dainan town's reputation as China's famous stainless-steel hub, Xinghua will strengthen its clusters in stainless steel and specialty alloys. The city also aims to enhance its deep-processed food and specialized medical food sectors and establish a cluster for the seasoning industry. Furthermore, Xinghua intends to boost cross-township investment cooperation and secure 800 industrial projects, each worth 100 million yuan, by 2030.
Additionally, Xinghua is focusing on cultivating emerging and future industries such as general intelligence, synthetic biology, and advanced new materials. The city is also committed to developing modern services, including technology services, industrial design, and the night-time economy, to further integrate manufacturing and services.
