The plan focuses on retaining the National Civilized City title for two consecutive terms and establishing Xinghua as a benchmark for preserving historical and cultural cities at the county level in Jiangsu.

Xinghua is committed to enhancing the protection of its historical and cultural relics, including the Dongmen and Beimen historic and cultural blocks and Shagou Ancient Town. The city plans to conduct systematic research on key archaeological sites and build cultural landmarks such as Xinghua Academy and digital experience halls.

Additionally, the city will host annual events such as the dragon dance, the Lantern Festival fair, and the Maoshan Boat Fair to revitalize intangible cultural heritage. It also aims to develop cultural products centered on historical figures like Zheng Banqiao and Shi Nai'an.

Xinghua plans to offer a variety of tourist products year-round, including the Four Seasons Flower Sea, different sports events, and local culinary experiences such as Xinghua morning tea and the Zheng Banqiao Banquet.

The plan also includes capitalizing on Dongluo village's recognition as a "Best Tourism Village" by the United Nations World Tourism Organization, while striving to elevate Wujindang tourist resort to national-level status.

To support these initiatives, the city will upgrade infrastructure, including charging stations for electric vehicles and boutique homestays, and expand tourism markets through robust new media promotion.
