For eight consecutive years, Taixing — a county-level city in Taizhou, Jiangsu province — has rolled out annual upgrades to its business environment reforms, transforming itself from a city that merely welcomes investment into one that actively nurtures enterprises through every stage of their life cycle.
The results are visible at the construction site of Special (Jiangsu) Neo Materials, where a 1.25-billion-yuan ($184.64 million) bio-based advanced materials project is taking shape. With the foundation work of the first phase nearly complete and trial production scheduled for December, the company credits the city's hands-on approach. "The slogan 'Come to Taixing, Leave Your Worries Behind' is not empty words," said Tan Aiwu, the firm's engineering manager. "They guided us through every approval step."
Tailored, full-cycle service has become standard practice. Taixing Economic Development Zone pre-emptively intervened in environmental, safety and energy assessments for Special's technically demanding project, clearing bottlenecks before they could slow construction.
Over the past five years, the city has built a closed-loop system to identify, assign, supervise and resolve project obstacles. Since 2022, the "land acquisition to groundbreaking" reform has accelerated 30 major industrial projects from permit to production, with an overtime default mechanism ensuring approvals keep pace with construction timelines.
Digital tools are removing friction too. The "Taiqihui", an enterprise-friendly platform, automatically matches enterprises with eligible incentives, eliminating the need for firms to apply. Administrative reforms have shifted government mindset from management to user-centric service, from "can do" to "easy and fast", and from a business environment to a business-friendly ecosystem.
One-stop service centers and neighborhood-level processing networks bring government services closer to businesses, while the city has repeatedly earned provincial recognition for its reform efforts.
"We treat every corporate headache as a government priority," said Huang Jiao, deputy director of the city's service industry development center. Looking toward the 15th Five-Year Plan period (2026-30), Taixing plans deeper digital integration, standardized regulation and value-added services to sustain its reputation as a premier investment destination.
