Based on the needs of enterprises, the Xinghua Economic Development Zone in Xinghua, a county-level city administered by Taizhou, Jiangsu province, in recent years has been committed to transforming from a mere "space provider" into an "industry partner" for enterprises.
The milk protein deep processing project funded and built by Kerisom Food Biotechnology (Jiangsu) has started construction in the zone.
As the largest single natural butter manufacturing center in China, Kerisom's annual exports of butter account for over 90 percent of the country's total. Wang Qinmin, general manager of the company, explained the reason for the continuous capital increase: "During the project preparation period, the meticulous services provided by the zone strengthened our confidence in increasing investment."

The zone's transformation from "space provider" to "industry partner" is mostly a result of a qualitative change in its service model.
In response to logistical difficulties that hinder the development of local small and medium-sized enterprises, the zone acquired the Xinghua first-level branch company of Yunda Express in 2024 and established Huayun Express, the first State-owned operated express platform in Taizhou.
This has broken down longstanding market pricing barriers and led to an overall decrease in freight rates for express delivery across the entire zone. Last year, the zone carried out a total of 21.52 million express deliveries, doubling the growth from the previous year.
As the hub of the health food industry in Xinghua, over 300 health food and related enterprises currently operate in the Xinghua Economic Development Zone.
Centralized procurement of raw materials has become a common demand among many enterprises.
Relying on the transportation and warehousing advantages of Xinghua Port, the zone has invited foreign state-owned enterprises, suppliers from key production areas and industry-leading companies to establish raw material distribution warehouses in the zone, enabling on-site procurement and distribution.
This year, the zone has also collaborated with the city's food quality inspection and testing center to optimize services, helping enterprises save more than 200,000 yuan ($29,820).
