Using intelligent technology, the Taixing Economic Development Zone in Taixing, Jiangsu province, has achieved significant results in hazardous chemical management and emergency response, greatly improving safety.
The Taixing Economic Development Zone Smart Park project was constructed in 2019, implementing system integration and improvement for safety, environmental protection, emergency response, public services, comprehensive control and early warning, statistical analysis, and closed management.
In 2022, the zone built its Smart Park 2.0 version, a data intelligence platform which aimed to collect, manage, and analyze data to monitor and handle dynamic risks posed to enterprises in real time.
In the zone's smart park command center, the digital information of 92 chemical enterprises are circulated on the large screen, with over 2,000 data items updated in real-time.
More than 1,200 pieces of video surveillance equipment are connected to important locations such as major hazard zones, loading and unloading platforms, and central control rooms, providing solid data support for safety supervision.
CINIC Chemical (Taixing) is a prime example, whose dual prevention mechanism information system was put into trial operation in March 2022. Through the system, the company divides its production area into 205 risk units, accurately identifies 75 risk points, and formulates 1,243 control measures.
Each risk point has an exclusive "electronic ID card", and security management is meticulous in its practices, according to the company.

In addition, the zone implemented closed management of the chemical industrial zone in 2019, setting up three entry permit centers, two comprehensive checkpoints, nine ordinary checkpoints, nine emergency doors, and two specialized parking lots for hazardous chemicals.
A reservation and declaration system for hazardous chemical vehicles entering the zone has been adopted. The system automatically collects relevant information such as vehicles, personnel, and materials and obtains the driving routes and positioning of the entering vehicles.
