The county-level city of Xinghua – administered by Taizhou, in East China's Jiangsu province – has developed a digital and intelligent path for grassroots social governance by building an internet-based platform.

The digital platform helps local wanggeyuan, or grid-based community management workers and volunteers, to better fulfill their duties.

Like many other wanggeyuan, Wang Yihua has his daily routine job – making follow-up visits to some special groups of residents, such as left-behind children.

The latest information from the visits will now be uploaded onto a digital information management platform. On it, the three colors – green, yellow and red modules – show work progress.

According to Wu Yue, a staff worker of the city's grid-based community management center, the three colors can demonstrate the current rate of advance by every wanggeyuan across Xinghua within 24 hours.

Through the efforts of wanggeyuan, the databases of permanent residents and the floating population have been gradually established.

Wu said all the information collected during the visits will be kept on the digital platform.

"The blue color signifies that the wanggeyuan has collected all the information of that building and more detailed information of each household is shown if the blue point is clicked, while the yellow one means partially finished and the red reminds us of the need for further identification and corrections," Wu added.

Looking ahead, plans are for Xinghua to further improve its social governance through digital technology in more areas – such as environmental protection, transportation, urban management, culture and tourism, said Wang Zhisen, deputy head of the city's grid-based community management center.
