The Taixing Huangqiao Economic Development Zone, located in Taixing city, administered by Taizhou in East China's Jiangsu province, has been strengthening its fair competition reviews and standardizing its engineering procedures and processes.
That's in order to break down various barriers in industries and to improve the overall business environment.
Utilizing the Taizhou Fair Competition Review Big Data Platform, the zone has adopted a dual review process.
This involves initial departmental reviews and platform reviews before policy is formulated and embeds fair competition reviews into the legality review process for normative documents, ensuring that new policies do not exclude or restrict competition content.

In the field of engineering bidding, the zone is highlighting strengthening its standardized management of the bidding process.
Actions include clarifying the standards and procedures for qualification reviews and requiring that all bidding projects invite no less than three qualified business enterprises to participate in the bidding competition.
In addition, a "one project, one file" management pattern is also being promoted. This can realize project review traceability, standardized fund payments and precise risk prevention and controls through archive management throughout the entire stages of engineering projects.
Since 2024, the full stage archiving of engineering projects has provided management support for 168 engineering projects.
