Taixing city in East China's Jiangsu province recently issued a new version of opinions on promoting the high-quality development of the city's real economy, which includes 66 policies and sets up a total of 150 million yuan ($20.92 million) in special funds.
Of that, 135 million yuan will be used for policy implementation, and 15 million yuan will be used as special funds for improving quality and efficiency.

To shape new core competitive advantages, the cultivation of enterprises will be accelerated according to their levels and phases, the application of new models and formats will be accelerated, enterprise technological innovation will be encouraged, and enterprise quality and branding will be improved, with 27 policies in total. The policies mainly focus on providing rewards and subsidies to high-tech enterprises, enterprises with scientific and technological progress, enterprises who create patent standards, small and medium-sized enterprises transforming technological achievement into practical applications, and more.
To build new digital and intelligent engines, the improvement of enterprise capabilities will be supported, the cultivation of industry-leading models will be encouraged, and the construction of ecosystems empowered by digital and intelligent technologies will be promoted, with 10 policies in total. The policies mainly focus on providing funds for major technological transformation projects without new land use, intelligent and digital transformation projects, productive service industry projects, national 5G plants, and more.
To stimulate new vitality in green transformation, the implementation of green practices by enterprises will be encouraged, the development of green manufacturing models will be supported, and the use of clean energy will be promoted, with seven policies in total. The policies mainly focus on providing funds for energy conservation, carbon reduction and green transformation projects, water-saving, material-saving and resource comprehensive utilization projects, newly recognized national green factories, and more.
To build a new pattern of open economy, the utilization of foreign investment by enterprises will be strengthened, the competitiveness of foreign trade will be enhanced, the development of new foreign trade models will be supported, and overseas investment will be promoted, with 12 policies in total. The policies mainly focus on providing funds for the actual use of foreign investment, domestic and foreign exhibitions, imported technology and products, overseas investment, and more.
To create a new environment for friendly business, the organization of enterprise-centered activities will be advanced, the recognition of outstanding entrepreneurs will be prioritized, and the development of support mechanisms in key areas will be explored, with four policies in total. The policies mainly focus on carrying out a series of Taixing Entrepreneurs Day activities, recommending outstanding entrepreneurs for honors such as model workers and exemplary individuals, and establishing compensation and relief mechanisms in areas such as debt financing, government procurement, and bidding.
The previous version of opinions was launched in 2023, with a fund of 300 million yuan invested and benefiting over 2,000 market subjects.
