Taixing Huangqiao Economic Development Zone: A model of green transformation

Taixing Huangqiao Economic Development Zone, a provincial-level development area in Taixing, Jiangsu province, is setting a benchmark for green transformation by aligning economic growth with ecological conservation to meet China's dual carbon goals of peaking carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060.

Spanning 14.55 square kilometers, it is a significant hub for modern industrial development.

"Building a green industrial park is not a short-term sprint but a long-term systemic effort," said Cheng Zhongwei, director of the zone's management committee.

The zone has introduced policies to encourage high-quality industrial development, rewarding enterprises recognized as national, provincial or municipal-level green factories. This has led to the establishment of two national and five provincial-level green factories, with 100 percent of them undergoing clean production audits.

The zone's "green investment" strategy ensures that new projects meet strict energy and environmental standards, with a focus on low-carbon industries such as new energy and materials. By embracing distributed photovoltaic installations, the area has reached a clean energy usage rate of 96.3 percent. Key enterprises have also engaged in purchasing green electricity, significantly reducing carbon emissions.

Technological advancements further enhance efficiency. An online monitoring platform provides real-time oversight of energy consumption, aiding precise management. This multi-faceted approach has reduced the energy consumption growth rate of industrial enterprises above a designated size from 6.17 percent to 1.8 percent.

Enterprises like Huierxin Machinery (Taixing) and Jiangsu Sunpower are leading the charge. Huierxin's innovative technology and sand recycling system have transformed it into a national green factory. Similarly, Jiangsu Sunpower has integrated green practices throughout its operations, earning national recognition in the high-rate lithium battery sector.

Huangqiao's commitment to circular economy principles is evident in its wastewater treatment and resource recycling initiatives, with over 99 percent of industrial solid waste reused.

The zone's smart environmental management platform enhances regulatory efficiency, integrating air and water quality monitoring for comprehensive oversight.

The zone's achievements — reducing carbon intensity and pollution while increasing contributions from clean energy and green industry — underscore its role as a model for sustainable industrial transformation.

In 2025, the green industry accounted for 41.5 percent of the zone's total industrial value added, while the high-tech industry accounted for 54.2 percent of the output value.

He Qing, deputy director of the zone's management committee, said, "Green transformation is not an option but a necessity." He said the zone is set to continue pushing forward, aiming to become a provincial leader in green, low-carbon development.
