Xinghua in East China's Jiangsu province has laid out development goals for agricultural and rural modernization in its 15th Five-Year Plan (2026-30), aiming to position itself as a provincial leader and a high-level model in agriculture by 2030.

The plan focuses on building a national modern agricultural industrial park, increasing grain output by over 50 million kilograms, and adding 30 provincial-level beautiful and harmonious villages that are desirable places to live and work.
To secure grain supply, Xinghua plans to maintain the coverage rate of improved seeds for major grain crops above 98 percent, build a comprehensive wheat-rice chain, and expand green organic rice fields to over 20,000 mu (1,333.33 hectares). It also aims to upgrade 150,000 mu of high-standard farmland and establish over 15 high-yield areas, each exceeding 20,000 mu.
Additionally, the plan highlights river crab farming, along with crayfish and freshwater fish, while promoting national certification of a new crab variety. It also includes the construction of the second phase of Anfeng Guoxie Crab Market and the Hainan River Crab Industrial Park.
To support these initiatives, the city will establish a comprehensive cold-chain logistics system encompassing industrial parks, towns, and villages. Furthermore, it will introduce a range of agritourism activities, including rice-field tours, fishing experiences, and homestays, aimed at fostering a synergistic integration of agriculture, culture, and tourism.
Beyond these agricultural efforts, Xinghua plans to create 15 beautiful rural communities, seek pilot status for agricultural industry clusters, ensure full environmental improvement and sewage treatment coverage, and build a digital village service platform to facilitate administrative services. The city is also committed to expanding collective economies, cultivating new types of agricultural business entities, and expanding income-increasing channels for rural residents.
