Xinghua in East China's Jiangsu province has unveiled its 15th Five-Year Plan (2026-30), highlighting a strategic focus on the intelligent, green and integrated development of its core industries — new metal materials, health foods, and equipment manufacturing.
By 2030, the city aims to achieve over 100 billion yuan ($14.7 billion) in sales in the new metal materials industry, 45 billion yuan in health foods, and 10 billion yuan in the casting industry.
To meet these goals, Xinghua will support the steady development of existing enterprises, strengthen and enhance the regional competitiveness of its distinctive industries, and seek to attract and develop new industrial projects. The city will also focus on cultivating and expanding emerging and future industries.
The plan includes fostering industry champions, national green factories, and listed companies, while encouraging leading enterprises to form industry alliances in the Yangtze River Delta.
The city will also advance intelligent transformation in industrial enterprises, aiming to establish 100 advanced smart factories by 2030. The plan emphasizes the development of specialty health foods, focusing on the deep processing of agricultural products and functional foods.
Modern service industries will transition toward more specialized high-end development, with a focus on sci-tech services, industrial design, modern logistics, and e-commerce. Xinghua aims to cultivate new business models in smart, low-altitude, and green logistics, enhancing the quality and diversity of its service sector.
